D-3 Discuss Financial Impact of Appointed Superintendent and Approve motion to postpone the appointment process until 2016 general election – should the ballot initiative pass in November 2014 general election (Johnna McKinnon)

Issue/Rationale

The Clay County School Board, by a majority vote at the September 2014 School Board meeting, approved for advertisement the Job Description, Qualifications and Appointment Process for an Appointed Superintendent, to be implemented immediately upon passage of the ballot initiative at the November 2014 general election.  This was done without the consideration of added cost to the district and impact to the future fund balance.  In order for the district to obtain a 3% fund balance by June 30, 2015, the unreserved fund balance would need to increase by approximately $1,045,000.00.  In light of this challenge, it will be necessary to hold all additional expenses in excess of 2014-15 approved budget.



Recommended Action
Approve a motion to postpone appointment process until 2016 general election should the ballot initiative pass at the November 2014 general election
